EVDO, But no EVDO

BSNL in India recently introduced it's EVDO plans (Atleast in my city it was recent :) ). Before i introduce EVDO to you, here's some note on EVDO:
EVDO: Stands for Evolution Data Only, it's a wireless internet access protocol, wherein end user can get speeds of upto 3.1Mbps on his box. BSNL brought in EVDO in jalandhar recently along with NIC cards (I dont wanna talk NIC cards much right now)
The plan offered by BSNL in my area boasts a speed of 2.1Mbps.
Unlimited Bandwidth and monthly rent of 550Rs. This is cheaper than the present 750Rs Unlimited 256Kbps plan on wire.
Here's a sneak peek of the details: EVDO CARD COST: 3500Rs (Approx)
Installation Charges: 500Rs In case, you want to hire EVDO card on rent: Monthly Rent: 200Rs
Installation Charges: 500Rs
Security Deposit(Refundable) 500Rs Fixed Monthly Rent: 550Rs ----------------------------------------------------------- Monthly Expenditure if you rent the card: 750Rs/mnth
Monthly Expenditure if you purchase the card: 550Rs/Mnth ----------------------------------------------------------- All this seemed a bait to me, since when i went to apply for the connection i came to know that my area is not in coverage of the EVDO signals. Hence, EVDO cannot be used in my area. Fish!! :( Anyways, i dont live in jungles..!!!!!
I think BSNL needs to upgarade their network and roll out schemes only when they have got proper infrastructure..
